One only needs to pick up the newspaper to realize something is wrong with the California Department of Corrections and society’s touch approach to criminal reform has done nothing but pack our prisons to bulging capacity, as well as given prison guards and prison officials job security. Ninety percent of inmates are released back into their county of origin with no support system in place, no job placement or training, no clothing, no housing, not even the essentials necessary for hygiene (soap, toothpaste, shampoo). Each of the indigent inmates receives $200.00 gate money. They’re often 100 miles away from home and then their bus fare and parole clothes are taken from the $200.00, when they step off the bus to their destination, they’re lucky to have $100.00. Thus, they turn toward drugs and alcohol to ease the anxiety of the culture shock from a violent, fused up prison society to the outside world. While society foots the bill, not to mention the victims of some of the most heinous crimes committed by fused up, former inmates dumped into mainstream society. Many with untreated and undiagnosed mental disorders. The National Council on Crime and Delinquency reports that one rape will occur every 6 minutes, one robbery will occur every 1 minute, one assault will occur every 37 seconds, a violent crime every 21 seconds and 1 property damage every 3 seconds. Children of imprisoned offenders have been described as the most potentially delinquent of all young people. The cycle can be and must be broken!

 

Sixty-five percent of all parolees return to prison with 11.9% having new cases at a cost to the taxpayers of $26,894 per year. Inmates are sent back to prison for an array of reasons, ranging from missing parole appointments to moving and not immediately reporting it to the parole department.

 

This 4.8 billion dollar per year industry must be taken control of by the people who pay for it! You, the voter and the taxpayer! Presently, the Governor appoints the megalopolis California Department of Corrections director. Coincidentally, the prison officials and their union donated millions of dollars to the Ex-Governor’s campaign. The average sucker, voter or taxpayer as they are known in the former Governor’s house, feels helpless and that their efforts will be in vain and therefore tyrannical abuse continues. That is why we as Americans are responsible and through our vote must stop the abuse. The grassroots organization C.P.R.A. (California Prison Reform Act) wants to invite you all as Americans to breakup the megalopolis presently called C.D.C. (also known as the California Department of Corruption).

 

THE SOLUTION!

ELECT NOT APPOINT THE FOLLOWING POSITIONS

1.     Director of corrections “Men”

2.     Director of corrections “Women”

3.     Director of youth authority “Boys”

4.     Directory of youth authority “Girls”

5.     Elect a five member board of prison terms by geographical areas.

(This board will deal with both adult and juvenile offender)

6.     Elect a five member parole board for Southern, Central and Northern California. (This board will deal with parole violators)

 

The group as a whole will meet four (4) times annually at a criminal reform conference to discuss openly the problems that society faces and to work towards a common sense approach to corrections.

 

It will be publicly scrutinized as to where the candidates for these positions get their resources and support.

All employees and their Unions, vendors of the C.D.C., will be restricted from giving donations over $100 to candidates or elected officials and must make it publicly known if they do so otherwise the employee or vendor will be terminated with no benefits.

 

THE GOAL!

 

To establish the following:

1)              Re-entry programs 9-months before release, to establish a trade and job training, job placement, DMV problems, licensing and testing, diagnosis all parolees for mental disabilities (A.D.D., A.D.H.D., Bi-Polar and other undiagnosed disorders) Do everything humanly possible to curtail the present rate of return to prison

2)              Revamp prison industries. Establish a brother-sister relationship with the California Department of Rehabilitation utilizing prison labor to design, manufacture, fit and distribute mobility equipment to the elderly and disabled.

3)              Divide the feuding factors within C.D.C. Establish a C.D.C. no tolerance policy within the C.D.C to eliminate rival groups instead of pitting the groups against each other to maintain control and job security. Work toward stopping inmate uprisings and riots.

4)              Abolish the shooting review board, which for years has co-signed and covered up numerous senseless deaths at the hands of unruly guards and prison officials.

5)              Allow churches to set up drug treatment centers within C.D.C., approved by the newly elected prison officials. Similar to Texas’ Department of Corrections.

6)              Establish a Think Tank comprised of a blue ribbon citizens committee made up of churches, public interest organizations and elected prison officials to deal with prison life and re-entry.

7)              Establish a completely new medical staff and procedure policy to stop the many needless deaths directly attributed to present prison staff and policy. Establish regular female exams for women.

The Coalition Against Police Abuse was founded in 1976, by Michael Zin Zin, a police abuse survivor. He suffered permanent damage at the hands of unruly Pasadena police officers and used the large financial award from the jury to start CAPA.

           

Michael Zin Zin works with the public in navigating them through the bureaucratic process of filing police abuse reports and has been successful in changing certain policies for everyone’s betterment. “We keep an active open file on officials who continually abuse the system,” Michael Zin Zin said. “We can help anyone make a formal complaint to the appropriate agencies.”

 

CAPA’s goal is to elect a board of special prosecutors to deal with the many abusive police officers and officials. Police abuse is not new. You just can’t give a person a badge and gun, then tell them to go out and enforce the law – it’s like giving someone a blank check and telling them to fill in the amount. But thanks to people like Michael Zin Zin and his group of dedicated workers, police abuse is slowing. He and his group have made a difference.

 

CAPA’s main support is drawn largely from the black and Latino communities, worker organizations, churches and many other sectors of society. CAPA has helped many people to exact the 180-day filing date on their claim and also helped them file in the appropriate court of law. MENTAL HEALTH AND CRIME

WHAT PART DO MENTAL DISABILITIES PLAY IN CRIME?

 

 

Many symptoms of speed (Methamphetamine) abuse assimilate A.D.D., A.D.H.D., along with many other mental disorders. This is because speed burns out certain parts of the brain, like the auditory process of the brain. There are over 250 ways to cook street speed and some of these formulas for speed and other street drugs contain some of the deadliest toxins, there are many different degrees of toxins but street drugs contain some of the worst and deadliest known to man, such as acetone (used as a paint stripper), Drano (used to unclog drains), cyanide (used to cause the chemical reaction in manufacturing drugs), there are also other toxins used in manufacturing this highly illegal and abused but preferred drug called SPEED!

 

The medications most widely used for treatment are Cyclor, Ritalin, and Provigil, which is the Cadillac of all stimulants, is used for the treatment of narcolepsy (falling asleep suddenly). Because of the wide spread drug abuse and addiction in today’s society, most public health officials are reluctant in treating adults with A.D.D. – A.D.H.D., the medications are a prescription that requires strict control and because the medications are of the speed and upper family they get highly abused.  A lot of street people think that when using street speed that some of the allocations and feelings are from the speed but in reality they are feeling the effects of the toxins used in the manufacturing of the street speed.

MENTAL HEALTH AND LAW ENFORCEMENT

Why is it that law enforcement hasn’t taken an active roll in dealing with a lot of mental health issues?

 

One high ranking county health official (who didn’t want to be named) quoted: “It’s been a long standing position of law enforcement that it’s duty is to enforce the law and mental health issues are separate. Law enforcement also prefers to stay on the streets to fight crime.

 

The lawsuits that have plagued law enforcement dealing with the mentally disabled has led to a hands-off attitude. The many police shootings of mental patients has also taken its toll.

 

Juvenile Justice studies show that 80% of all Youth Authority commitments suffer from Mental Disabilities.

The three (3) most common mental disorders found within prisons in the United States are:

1)      A.D.D. (called Attention Deficit Disorder, can’t focus for long periods of time)

2)      A.D.H.D. (called Attention Deficit Hyperactivity Disorder, the same as A.D.D. except that      you add hyperactivity)

3)      Bi-Polar Disorder. There are many degrees of Bi-Polar, ranging from full blown to provisional which only crops it’s ugly head once in a while.

b.      Flight of ideas, can’t stop thinking

c.       Grandiosity, doing too much, inflated sense of self-worth

d.      Elevated expansive moods

e.       Unwarranted optimism, mood-swings from nothing can go wrong to everything going wrong

f.        Decreased need for sleep, sleeping 3-4 hrs and waking up feeling refreshed.

g.       Increase in goal activity, Workaholic, Sexaholic, excessive involvement in pleasurable activities with painful consequences.

h.       Sexual indiscretion

i.         Foolish behavior, Las Vegas was founded on people with Bi-Polar

 

Bi-Polar Disorder can be inherited or can be caused by early childhood abuse. This is just another reason why we need to overhaul our disgraceful and abusive County foster care system, this will stop the exodus of children in foster care winding up in mental institutions and or state prisons.

Many professionals in the field of Mental Health believe that it is best to first seek natural and homeopathic herbs before trying prescriptions, because a lot of prescription drugs contain toxins and toxins are harmful to those affected by Bi-Polar.

 

A.D.D. – A.D.H.D. affects millions of children and adults within the United States and is a hereditary disorder found running rampant within the United States prison system. 3-5% of school age children suffer from these disorders and boys run up to a 4 times higher rate than girls, maybe that would explain why there are so many more men than women locked up.

 

The disability comes from our forefathers in England. The best way to describe it is, that the back of the valve stem of the brain stays open and the front of the brain can’t fire causing the loss of attention directed goals. The disability has one feeling alone, being unable to make and keep friends, has trouble often participating in after-school or extra-curricular activities. Academic achievement is hard without the treatment, many younger people are being treated but many others, especially middle-aged or older adults need to be diagnosed and treated. With the proper care and attention most people flourish.

 

Because of its notoriety is new to most; the majority of people being treated are children. Most children diagnosed with the symptoms will have problems in their adult lives with relationships and work. Statistics show that many of the children who were put on the medication “Ritalin” became methamphetamine (SPEED) addicts in their adult lives. Its referred to as the hidden disorder in adults because its overshadowed by many other problems, such as organizing, mood disorders, substance abuse and the ability to keep a job.

 

Treating A.D.D. and A.D.H.D. in adults

 

Treatment and a plan are the keys. It will differ from adult to adult. A total treatment consists of diet, medication or herbs. There are many herbs, such as FOCUS, that can help. Education, behavioral, psychological treatment and also support groups are recommended. If you suspect that a family member has it, talk to your doctor or care professional, they can refer you to a specialist. It will make a difference to not only the person who has it, but their family and friends as well. There are two main treatments: behavioral modification and medication or herbs. The combination is referred to as a complete program. 70-80% of people with the disorder respond to modern medication or herbs.

 

The American Medical Association recommends that you move your child to the front of the class if they have it, establish a daily checklist, focus on success and reinforce self-esteem.

 

Medications more often used are stimulants. The reason for stimulants is that with A.D.D. and A.D.H.D., the stimulants close the back of the valve stem of the brain, causing the front of the brain to fire, so that one can now concentrate for long periods of time, like normal people. (That may explain why the drug of choice within the prison system is methamphetamine). Routine is your best friend, communicate with respect, patience and compassion will establish a positive attitude when dealing with people who have the disability. Short tasks are recommended.

GETTING DIAGNOSED

 

Getting diagnosed as an adult in most counties in California is only available if you have insurance or can foot the bill for testing. Most county Mental Health and prisons have not testing available yet. Children on the other hand, through special education can get the help they need. The parent has the option to keep the kids out of special education classes and in the main population, this is also a recommendation because of the bad rap society has placed on people with mental disabilities and self-esteem is a very important issue.

The reason most people seek help when they or their loved ones are in trouble is because they don’t know how the system works or what to do. There are actually people who sit outside of the county jail and try to charge you $1,500 fee for placing you in their overcrowded drug programs, when in reality you can do it yourself. These people actually utilize people to pass out their ads; these people have fallen in their overcrowded program and to pay for their way are told they are to pass out the flyers to deduct their pay from their rent. What happened to Prop 36 funds? These are not attorneys who solicitate this service, but yet they say they specialize in 3 strikes cases. We feel that they are merely one drug program trying to cut a fat hog in the ?

They simply send a representative to go to court to speak up for you, which every drug program has a person who is their court liaison, who will do the same for nothing.

 

ORDERING A PSYCH EVALUATION

 

You can do this through your attorney before sentencing. It’s called a court filed motion for a Psych Evaluation and is asked for in court and ordered by the judge. The County of L.A. has a contract with several doctors like Dr. Boyd (Ph #: 818-506-0719, Fax: 818-506-0638) who will do the interview, in or out of custody. The report is then submitted to the judge. It is our opinion that if you are going to spend the money you should spend it on an attorney, not a person who is acting like an attorney.

 

WHY THE RIP OFF?

 

There are very few safeguards in place that prevent people from solicitating outside the L.A. County Jail. For example, it is against Calif. Dept of Insurance laws for Bail Bondsmen to solicitate outside the facility, yet on any given weekend you can find illegal operations in full preview of the authorities, blatantly violating fixed insurance rates and solicitation laws. The Sheriff Lee Baca has run several people off COUNTY property for soliciting and rightfully so. But the sidewalk outside the L.A. County Jail is under the control of the L.A.P.D., as is the filthy, unclean streets around the jail. The city of L.A. is quick to ticket people for parking violations, but yet ignore the several other illegal and unsafe operations around the Jail. Another illegal operation is unlicensed Taxi Cab operators who especially prey on recently released females.
